  1. Setting.
    • Select tasks and operations to include. First of all, you must determine the content of your process, or what activities are supposed to be performed to deliver this process. Tasks, operations, procedures, phases, various events can be elements of the process content.
    • Determine who will be involved in developing the process. You need to evaluate how many human resources are required for doing the process. Resource analysis can be used to identify the need for HR.
    • Establish an overall schedule. Now you need to define a period of time needed by your human resources to perform the process. Estimates of activities, tasks and operations involved in the process will help you determine the time needed.
    • Plan a process algorithm. It means you need to define process transformation rules or an algorithm that specifies how to best utilize HR to accomplish your process.
  2. Measuring.
    • Identify the mission, objectives, and stakeholders. You need to determine why start the process, what benefits it brings and what people and organizations are interested in successful completion of the process.
    • Plan outcomes of the process. You need to determine desired results to be produced upon successful implementation of the process.
    • Select specific indicators to measure the outcomes. You can’t judge about success or failure of your process if you have no measurement criteria. So you need to create a list of measures that examine relationships between the process’s mission, objectives, and outcomes.
    • Determine data collection procedures. These procedures are event recording, observation, surveys, testing, and questioning.
    • Test the procedures. Finally, you must be sure that every procedure works fine throughout the process development cycle. Pilot test of the procedures should be conducted before the process starts.
  3. Analysis.
    • Record issues. You can create an issue log to keep records on process issues. This document helps you to stay focused on current problems and solutions.
    • Examine the outcome data. You must begin analyzing performance of your process. In case of substantial differences between the latest findings and the benchmarks, you need to determine possible corrective actions.
